Committees & Working Groups

All Councillors are required to attend Full Council Meetings.  They may also be appointed to Committees and Working Groups operating under a Terms of Reference  (see the table below).

Certain matters, such as issuing a precept, borrowing money, and deciding major policy can not be delegated and are reserved for full Council. On such matters, the various Committees and Working Groups can only recommend a course of action.

 

Committees

Full Council may delegate some of its statutory functions to one or more Committee, as set out in the Terms of Reference.

Membership is limited to Councillors and Officers.

Committee meetings must be advertised and open to members of the public with Agendas and Minutes produced.

 

Working Groups

Working Groups may be set-up for specific task-based activities.

Membership may be extended to non-Councillors who offer specialist knowledge, local knowledge, enthusiasm, and expertise.

Working Group Meetings do not have to be open to the public but are still required to record and report to full council by way of Minutes and/or written reports.
