Representation on Downton Parish Council Committees and Working Groups
All Councillors are required to attend Full Council Meetings. They may also be appointed to Committees and Working Groups.
The basic principle used has been to delegate to the various Committees and Working Groups powers to act within their Terms of Reference. Certain matters, such as issuing a precept, borrowing money, and deciding major policy can not be delegated and are reserved for full Council. On such matters, the various Committees and Working Groups can only recommend a course of action.
Committees
Full Council may delegate some of its statutory functions to one or more Committee, as set out in the Terms of Reference.
Membership is limited to Councillors.
Committee meetings must be advertised and open to members of the public.
Working Groups
Working Groups may be setup for specific task-based activities.
Membership may be extended to non-Councillors who offer specialist knowledge, expertise, and enthusiasm.
Working Group Meetings do not have to be open to the public but are still required to record and report to full council by way of Minutes and written reports.
